Watumishi   Housing Company (WHC) is a public   entity responsible   for   the implementation of the Public Servants Housing Scheme  (PSHS) and  management  of  Watumishi    Housing Company Real Estate Investment Trust(WHC-REIT). Shareholders of WHC and the financiers of the PSHS are National Social Security Fund (NSSF),  PPF  Pensions  Fund  (PPF),  Public  Service Pensions  Fund  (PSPF),  LAPF Pensions  Fund  (LAPF), GEPF  Retirement  Benefits Fund  (GEPF),  National  Health Insurance  Fund  (NHIF)  and  National  Housing  Corporation  (NHC). In  order to implement  its  objectives,  WHC would  like  to invite  suitably  qualified  Tanzanians  to join its lean, entrepreneurial and dynamic team by filling the following vacancies:
Office of the Chief Executive Officer
1. PRINCIPAL AUDIT AND COMPLIANCE OFFICER–ONE POST
a) Duty Station    :    WHC Head Office Dar es Salaam
b) Reporting to    :    Chief Executive Officer
c) Salary Grade    :    4
Reporting functionally to the  Board  of  Directors  and  administratively to the Chief  Executive  Officer, the Principal Audit  and  Compliance Officer  will assists  the  Board  and  Management  in  instituting  effective  internal  control system,  risk  management, compliance to regulatory  requirements and good governance processes.
d) Specific Duties and Responsibilities:
i) Formulates, present for the Board’s approval and implement internal audit policies which are in line with the WHC’s operating environment.
ii) Develop  audit  Plan,  strategies  and  programmes  so  that  the  overall  audit effort  is directed  towards  those areas,  which have  the  highest  exposure  to risk. The assessment of risk must be evaluated at appropriate intervals and amendments made to annual audit plans, where necessary.
iii) Evaluates and provides reasonable assurance that risk management, control, and governance systems are functioning as intended and will enable the WHC's objectives and goals to be met.
iv) Determine the soundness, adequacy, effectiveness and application of financial and other management systems and internal controls.
v) Evaluates compliance with the Trust Deed and Offer Document constituting Watumishi  Housing  Company  Real  Estate  Trust  (WHC-REIT),  Capital Markets  and  Securities  (Collective  Investment  Scheme)  Regulations  and any other law.
vi) Ascertain  the  extent  to  WHC  property,  money  and  resources  under  the control of the WHC are accounted for, used and safeguarded from losses of all kinds.
vii) Assess the relevance, reliability, integrity and adequacy of management and financial information.
viii) Co-ordinate with other internal and external providers of assurance to ensure proper coverage and to minimize duplication of effort;
ix) Appraise the economy and efficiency with which resources are employed
(Value for  money  audit)  and  the  quality  of  performance  in  carrying  out assigned responsibilities.
x) Recommend   improvements   in   procedures   and   systems   to   prevent irregularities and fraud.
xi) Ascertain the extent of compliance with established policies, plans and procedures and determine whether they are effective in securing their intended purpose.
xii) Evaluating specific operations and conduct special consulting activities at the request of the Board or management, as appropriate.
xiii) To undertake any other related duties as may be assigned by the Chief Executive Officer and/or Board of Directors.
e) Minimum Academic Qualification and Experience The ideal incumbent for this position should have the following qualifications and
experience:
i) University Degree/ Advanced Diploma majoring in Accounting or finance from a recognized higher learning institution;
ii) Masters Degree or Postgraduate Diploma majoring in Accounting or Finance will be an added advantage;
iii) Certified Public Accountant, CPA (T) or ACCA and must be registered with the National Board of Accountants and Auditors (NBAA) in the category of either Graduate  Certified  Public  Accountant (GAs) or Associate  Certified
Public Accountants (ACPAs) or Associate Certified Public Accountant in Public Practice (ACPA-PPs);
iv) Knowledge and Competence in Information and Communications Technology  (ICT)  application, and  familiarity with one of the accounting software;
v) A strong background of International Financial Reporting Standards (IFRS) and good knowledge of Public Sector Accounting and Reporting Principles; and
vi) Not less than five (5) years work experience in relevant fields in a reputable institution(s) out of which three (3) years should be in senior audit position.

2. PUBLIC RELATIONS OFFICER–ONE POST
a) Duty Station    :     WHC Head Office Dar es Salaam
b) Reporting to    :    Chief Executive Officer
c) Salary Grade    :    6
Public Relations Officer will assist CEO to maintain a positive image in external and internal environments and strengthen Public Awareness Campaign in order to enhance public knowledge and understanding of the Public Servants Housing Scheme. The incumbent will assist in developing appropriate strategies that will drive house sales for the Scheme.
d) Specific Duties and Responsibilities:
i) To ensure that the WHC builds and maintains  good relationship with the Public and stakeholders;
ii) Assist in developing and implementing appropriate strategies that will drive house sales for the Scheme;
iii) To determine the most effective ways to communicate with different segments of the community;
iv) To coordinate and facilitate issuance of press releases, prepare information media kits and develop and maintain information for uploading on internet and intranet web pages;
v) To publicize and promote WHC by creating awareness through producing publicity materials including newspaper articles, documentaries etc;
vi) To prepare and organize special events and functions of interest to WHC;
vii)To monitor the media for news and information that either relate to or mayimpact WHC operations;
viii) To liaise with Marketing Department to ensure WHC  implement  an effective marketing and public awareness programs;
ix) To   formulate   policies   and   procedures   related   to   public   information programs;
x) To   develop/review public awareness programme and information communication strategy for WHC;
xi) To establish and maintain effective working relationship with media;
xii) To respond to the enquiries from the media and general public;
xiii) To   facilitate   production   of   in - house   publicity   and   promotional materials, films and other video products and regulate their distribution; and
xiv) To undertake any other related duties as may be assigned by the Chief Executive Officer.
e) Academic Qualifications and Experience The  ideal  candidate  for  this  position  should  have the  following  qualifications and
experience:
i) Bachelor degree in Social Science, Mass Communication or Journalism from a recognized university;
ii) Knowledge and Competence in  Information and Communications Technology (ICT) applications; and
iii) Not  less  than  three  (3)  years  work  experience  in  media  industry  as  a Journalist out of which two (2) years must have worked as an Editor using the English a working language.
Operations Department

3. Senior Quantity Surveyor–One Post
a) Duty Station    :    WHC Head Office Dar es Salaam
b) Reporting to    :    Chief Operating Officer
c) Salary Grade    :    5
Reporting to the Chief Operating Officer, Senior Quantity Surveyor is expected to add  value  to  the  construction  process  by  proactive  involvement  in  cost management  and  reporting with  the  overall  objective  of  constructing  quality affordable houses in various PSHS construction projects. The incumbent is also expected to drive best value from main and sub-contractors.
d) Specific Duties and Responsibilities:
i) Assesses and/or prepare Bills of Quantities, Schedules of Works, Specifications and all contract documentation, ensuring that these comply with   the   project   brief   and   timescale,   budget   estimates,   all   relevant legislation, regulations and policies
ii) Assist in the management of associated contractual issues which include but not limited to:
•    determining  the extent  and  value  of  building  work  executed  for interim payments to contractors;
•    assessing and settling contractors claims throughout the contracts;
•    agreeing final accounts with contractor and auditor and issuing the Final Certificate.
iii) Carry out valuations of work in progress, including forecasting of final costs and sales;
iv) Prepare and monitor project cash flow forecasts;
v) Measure, value, submit and negotiate contract variations;
vi) Assist in preparation and adherence to project procurement targets and costing budgets;
vii) Assist in planning and scheduling of construction works and in dealing with
incoming  enquiries  in  order  to  provide  best  value  and  timely  services  to clients;
i) Undertake  any  other  related  duties  as  may  be  assigned  by  the Chief Operations Officer.
e) Academic Qualifications and Experience The ideal candidate for this position should have the following qualifications, experience:
i) University Degree in Quantity Surveying from a recognized university.
ii) Must be registered by the Architects  and  Quantity  Surveyors  Registration Board (AQRB).
iii) Knowledge and Competence in Information and Communications Technology (ICT) applications; and
iv) Not less than five (5) years work experience in construction industry out of which two (2) years must be in senior position.
Finance and Administration Department

4. RECORDS MANAGEMENT OFFICER –ONE POST
a) Duty Station    :    WHC Head Office Dar es Salaam
b) Reporting to    :    Senior Information  Communication  Technology  (ICT) Officer
c) Salary Grade    :    6
Records Management Officer will be primarily responsible for management all aspects of the registry functions, which includes both electronic and physical open and confidential registry to support company’s real estate development, fund management and administrative operations.
d) Specific Duties and Responsibilities
i) Maintain appropriate registry system which include  both electronic  and physical open and confidential registry;
ii) Control receipts and recording of incoming mails/documents;
iii) Retrieve  and  circulate  records/documents  and  files  as  may  be  required  by users;
iv) Open and close files as need arises in accordance with the classified system;
v) Analyze, list and arrange records/documents in the respective   file racks/cabinets in the registry;
vi) Keep, maintain and make use of the file movement register so  as to track files or other records through the adopted tracking system;
vii) Appraise and  prepare  checklist  for  dormant  records  prior  to  electronic archive; and
viii) Undertake any other duties as assigned by supervisors.
e) Minimum Academic Qualifications and Experience The  ideal  candidate for  this  position  should  have  the following qualifications and experience.
i) Possession of Diploma in Records management, Media Science or Library Science from a recognized institution.
ii) Possession of Bachelor Degree in Records Management, Media Science or Library Science from a recognized institution will be an added Advantage.
iii) Knowledge and Competence   in    Information   and   Communications Technology (ICT) application.
iv) Possession of at least three (3) years  work  experience  in  the  field in  a reputable organization.

TENURE AND REMUNERATION
