The Tanzania Revenue
Authority (TRA) was established under The Tanzania Revenue
Authority Act (Revised Edition of 2006). The Authority is a semi-autonomous
agency of the Government of Tanzania responsible for the administration of the
Central Government taxes as well as several non-tax revenues.
The functions of
TRA include among others, assessing, collecting and accounting for all Central
Government Revenue; Administering effectively and efficiently all the revenue
laws of the Central Government; Advising the Government on all matters related
to fiscal policy; Promoting voluntary tax compliance; Improving the quality of
services to the tax payers; Counteracting fraud and other forms of tax evasion
and Producing trade statistics and publications.
TRA’s ambition is
to become an efficient, customer-focused and people-centred organization
comparable with its counterparts in the emerging economies. To achieve this,
the Authority is basically guided by three strategic themes namely Convenience; Compliance and Continual Improvement.
TRA is seeking to
recruit dynamic, strategic, experienced and qualified Tanzanians with strong
credentials to fill positions in Customs and Excise and Human Resource and
Administration Departments. Applications are therefore invited from suitably

Deputy Director Administration (DDA)
Position Summary
Assist the
Director Human Resources and Administration (DHRA) to strategically lead the
department by participating in the development and implementation of
strategies, policies and procedures on Management of One Stop Boarder Posts
(OSBPs), the Authority Estate, Fleet and General Administration Services for
enhancement of good working environment to TRA staff, Boarder Agencies and
other stakeholders.
Key responsibilities will include:

Assist in the development and review of
objectives, targets and standards, policy and procedures; with a particular
emphasis on productivity and individual performance.
·
Ensure that One Stop Border Posts (OSBPs) are
operating smoothly in keeping with the approved OSBP Policy, Agreed standards
(with the stakeholders) and good practices on OSPB management.
·
Develop strategy to ensure that the Authority
complies with the best environmental and safety standards and relevant legislation.
·
Ensure timely preparation of statement of
requirements for OSBPs Management, the Authority Estate, Fleet and General
Administration Services needed for smooth, effective and efficient operations.
·
Manage the refurbishment and maintenance of OSBP
and TRA Estate, Fleet that include Vehicles, Boats and Motor Cycles, Heavy Duty
Scanners, and Generators according to approved Policy and Guidelines.
·
Ensure timely preparation of statement of
requirement for OSBPs, for OSBPs, TRA Estate state, fleet and general
administrative services required by the Authority and monitor effective
implementation.
·
Ensure that complete inventories of Physical
Assets covered under the scope of OSBP management and those for TRA own use are
available for operational and accounting purposes.
·
Perform other duties assigned the Director Human
Resources and Administration.
Key qualifications, experience and competencies
·
Advanced Diploma or
Degree in Engineering or Architecture or Quantity Surveying
or Land Management and Valuation or Transport Management or its equivalent from
a recognized Higher Learning Institution or University.
·
Master’s Degree in Engineering or Architecture or
Quantity Surveying or Land Management and Valuation or Transport Management or
Business Administration or its equivalent from a recognized Higher Learning
Institution or University.
·
Registration with relevant Professional Bodies.
·
Qualification and experience in Project
Management or Real Estate Management will be an added advantage.
·
Eight (8) years of work experience, four (4) of
which should be at managerial level,
·
Excellent analytical and budgeting skills.
·
Strong leadership, Team building and
Interpersonal skills.
·
Demonstrated ability to manage change and risks
in a reputable large size organisation.
·
Effective communication skills coupled with the
ability to effectively network with stakeholders.
Deputy Commissioner Trade Facilitation And
Procedures (DCTFP)
Position Summary
To provide
effective and efficient facilitation and control procedures; give guidance on
all technical issues related to Customs procedures on issues arising due to
adaptation of new technology in customs operation; advise on revision of
Customs procedures so as to cope with the contemporary Customs administrative
challenges and; ensure that Customs operations and procedures abided by
international conventions have been ratified.
Key Responsibilities will include
·
Manage and coordinate activities of Trade
Facilitation and Customs procedures.
·
Assist in the determination and review of
Departmental policies and procedures regarding trade policy and administration,
regional and international agreements, tariffs, valuations, and preferential
policies.
·
Assist in the determination and review of departmental
policies and procedures regarding imports, exports, warehousing and transit
management.
·
Initiate the review and determination of
departmental policies regarding ruling and dispute procedures.
·
Review and recommend agents’ accreditation and
other licensing arrangements.
·
Initiate, and where appropriate lead meetings and
seminars with stakeholders in relation to Customs services, processes and
procedures aimed at enhanced trade facilitation.
·
Provide technical expertise in the determination
and review of departmental policies and procedures regarding management of
exemptions, drawbacks, refunds and rebate systems.
·
Perform other duties assigned by the Commissioner
Customs and Excise.
Minimum qualifications, experience and competencies
·
Advanced Diploma or Degree in Taxation, or
Customs or Economics or Business Administration or Law or Certified Public
Accountant (CPA) or its equivalent from a recognized Higher Learning
Institution or University.
·
Masters’ Degree in Taxation or Customs or
Economics or Business Administration or Law or International Trade or its
equivalent from a recognized Higher Learning Institution or University.
·
Eight (8) years of work experience, four (4) of
which should be at managerial level.
·
Postgraduate Diploma or Knowledge in Taxation or
Customs will be an added advantage.
·
Excellent analytical and budgeting skills.
·
Strong leadership, Team building and
Interpersonal skills.
·
Demonstrated ability to manage change and risks
in a reputable large size organisation.
·
·
Effective communication skills coupled with the
ability to effectively network with stakeholders.
